Dawnstar has two mines, is it 'safe' to go back to the town while I wait for the mines to respawn? I *think* it is, but tbh …you can find muffle boots, the smiths will have em, they are random but once you're high enough level they show up. just check every smith, including the smiths at the stormcloak camps, just keep making your rounds and eventually they do show up.
