Honestly, NPC overhauls are very subjective. I would start with something that overhauls everyone like Diversity, Cathedral Player and NPC, Nordic Faces, or NVICO and then look for more specific overhauls if I wanted them.And then I found this post about {{Cathedral NPCs}} working nicely with VHR. I checked out Cathedral's files as well and they are exactly as you've described - head and hair glued into a single mesh. So I tried both mods and they work nicely together too.
