There are probably thousands of item tree permutations. The algorithm probably goes node by node and randomly assigns the item a node in their item class pool. There was a decent one in the leak (+1% more minion damage / nearby ally, up to a maximum of 15%) but it didn't seem to have made it. Together with avoiding a rework of minion masteries, it seems to be a conscious choice by GGG to avoid minion builds from being popular.
